If you mean making a booking for another adult (who happens in this case to be your child), then there should be no problem. Secretaries make bookings for other adults all the time.

What age is considered 'adult'?
If it's 18 than the hotel should have no say in it.
I would however, make sure it is a safe enivornment because if the hotel is questioning it, it might be because there are shady things that go on there and they don't want the responsibilty of a teen involved. It could be reflective of themselves.
If the child is under 18, there should be adult supervision in the room.
