It depends how the school phone system is set up, most schools use a multi line "Phone LAN" kind of phone network, where the phones are connected to some sort if "computer" that routes the calls, so it usually depends on how they have that "computer" programmed
I went through a public school up to 10th grade, then went to a vocational school for the final 2 (still a public school, but a trade school as well), at the public school, you would dial 9 to get out, and it was the same for every room, when I went to the vocational school, it was a privilege to have access to an outside line, so in the classrooms that did have the privilege, you would dial 9 like normal, but for the classrooms that didn't, you had to dial the front office and ask for permission, then if they gave you permission, they would forward a line for you, so you'd wait for the dial tone, then dial your number, this was to keep people from making personal calls during class time, just ask the front office or a teacher, they should tell you
It depends on the phone system. If it won't let you dial direct, try pressing 9. If you get a dial tone, you can then dial the number as normal. You may also have to hit a button to select a "line" since I'm sure it's a multi-line system.
You would have to ask your particular school. Some have you dial a 9 to get an outside line, soon have you dial *.
