(Regarding the last comment)..You can call out when you have call-forwarding turned on. I use it all the time. If you have an older touch-tone phone, the red and green wires may have to be reversed for the proper polarity...(Newer touch-tone phones can be wired either way, due to a diode bridge.) you have your call fowarding on....most carriers have it at *73 to remove ...try that asap...its a common mistake....also if that isnt it...try the dial tone at the Network Interface...if you dont have a dial tone there by law the carrier has to cover for free...if its in the house its your bill

If a different phone doesn't work, the next thing to do is to determine whether the problem is with the wiring in your house. Where the phone line comes into the house, there should be a small junction box. Most modern boxes have a phone jack in them, which allows you to disconnect your inside wiring and plug a phone directly into the line as it comes from the phone company.
If you can't get any phone to work when it's plugged into the junction box, then it's the phone company's problem. Call them and they should fix it at no charge.
If the phone does work at the junction box, then you have a problem with your inside wiring. Then you'll have to decide if you want to fix it yourself or if you just want the phone company to come out and fix it for a fee. If you're renting, you could also call the landlord and have them fix it.
If I had to guess, I'd say the problem is either your phone or your service (see http://en.wikipedia.org/wiki/Dial_tone#.... ), not your inside wiring.
