Try vista home basic, or an OS that doesn't suck. Windows XP is still good and fairly light. There are tools like vLite that let you remove things from a Vista install by ripping it to your harddrive, editing install info, and the burning to a CD.
I've never heard of anything like that. If you are looking for a OS you can carry on your USB/CD or similar I suggest looking into Linux, there are portable versions of it available all over the place.
