How do you get inside of cerulean cave!?!?!?!? i've beaten the elite4 and my enemy also but the man wont move!!!!!!? Plz explain clearly, properly and elaborately.

I think that you need to catch at least 60 Pokemon then show Professor Oak your Poke Dex.

Then I think he'll upgrade it or something like that and then the cave will open.

Make sure you haven't used your Master Ball because you will need it to catch Mewtwo.

Alright, firstly, you should be onto national Pokemon by now. I think that you need 60/65 and Professor Oak will award you with the national Pokedex. Then go to see Celio at Island 1, go into the place that is the Pokemon Center too and go to talk to Celio. He will send you on a mission to collect the ruby by going to tarsh Team Rocket at Mt. Ember. Then he will give you Rainbow pass, ticket to all 7 islands to get the sapphire! But I'm affaid that I can't remember exactly how you get sapphire. You the get two gems to trade to other games like Emerald, Ruby, Sapphire, Colosseum and XD. I think you go to Island 4, go to Ice Cave and meet somebody with Team Rocket. Then go to Island 6, get to the cave on the south of the island, use HM cut to get in and get the sapphire. Disappointingly, a Team Rocket Grunt will find you and steal the sapphire off of you. You now have to go to the Rocket's base on Island 5, and take back the sapphire. Once that's done and you've got both of the gems, return to Celio on Island 1 and he fix the machine so that you can now trade to other Pokemon games! And now, the person at Cerulean Cave will move out of the way, letting you into the cave! Good luck, I hope that this helps!
