This doesn't sound good. You might wait a few days, but if it doesn't start to develop normally you will have to take it to the vet... and I am afraid we all know what the vet will recommend. Are they twisted at all? He may very well have Hypoplasia. They can live very normal lives, you can even get him a specialized cart where his back legs are on the cart and he walks with his front legs.
I have a Radial Hypoplasia cat (both front limbs) and he is doing extraordinarily well and is the most loving little guy in the world!

I think you should call the vet first. He will ask you some questions and help you decide if you should bring the cat in today, or if it's ok to wait a few days. A phone call will save you a lot of time worrying.
