I have the same problem. And it's not allergies, I've been like this for years.
Wear waterproof mascara, it's harder to get off but it won't run. Problem is you can't wear it every day because it dries out your lashes and can eventually make them break.
Bare Esenctuals do a range called Weather Anything which is really good. They do a sealer which makes normal stuff waterproof.

If you don't have any other option, carry make up wipes and whatever eye make up you're wearing. I always have mascara, eyeliner and stuff in my bag for touch ups during the day.

I had the same problem. I finally figured out I was allergic to a new face soap I was using. You must be allergic to one of the things you use on your face. It could be the makeup, or your facial wash, or moisturizer. Stop using each one or switch brands to something hypoallergenic and see if it stops. It doesn't matter how long you've been using something either, because your body chemistry changes with age. It's not bad, it's just the reality. Try moistening your eyes with Visine or a similar brand. Your eyes may be dry and trying to moisten themselves. That's what the eye doctor told me. Last time mine were watering again, I used Visine and it helped. Maybe put some in right before you put on your eye makeup. You know how your eyes are opened with minimum blinking when applying makeup? Well that helps dry them out. I had switched to hypoallergenic makeup, soap, etc, but allergies weren't the problem--dry eyes were. Hope this helps.
