In a newspaper column a couple of months ago (I don't remember the
columnist or date) the columnist quoted some second tier Bush
appointee detailing the neo-conservative plan for the budget.
Basically he said the tax breaks and increased spending were designed
to bankrupt the "New Society" programs of the government - forcing
their dissolution.
Ideally I'd like to find that column - but I know this is very vague.
