You can order it without Internet (i.e. by phone)
BUT: You should have Internet connection at least to receive the registration key by email.

If you purchase Outpost 1.0 then you will get all updates/upgrades for free within 1 year since purchase date.

Yes. After you get the key, just copy and past it into the registration box. No need for the internet after you have the key.
