Canon is a more reputable brand for cameras and I have no doubt it will produce better pictures.
The problem with cheap cameras with 10Mp or similar from low end manufacturers, is that they won't produce great results. The Canon I've linked to is from a good series and the lower amount of Mp is actually better. When you try and cram more Mp on such a small sensor, the picture quality actually can be worse.
I prefer camera 1. this is because it comes with a built-in rechargeable battery-which will be lighter than the AA batteries supplied with the other camera.
the first camera also has more scene modes in the second camera, and the video capture what's on any operating system (the second camera seems to only work on PCs)
the first camera also has a very good ISO range.ISO denotes is how sensitive the image sensor is to the amount of light present. The higher the ISO, the more sensitive the image sensor and therefore the possibility to take pictures in low-light situations.
Overall I would go with camera one, it is a very good price!
