‘Elite schools’ agree to measles vaccination

All of Islamabad’s private educational institutions, which had previously refused vaccination of students against measles during school hours, have agreed to allow vaccinators to carry out the campaign in their premises.
The credit for the positive response is shared by ‘The News,’ which highlighted the issue earlier this month, and the Directorate of Health Services of the Capital Development Authority, which prevailed over school managements, imploring them to cooperate in the measles catch-up campaign 2008.
“All schools that had disallowed us from carrying out measles vaccination in their premises, have now given their consent,” the director of the Directorate of Health Services, Dr. Saeed Ahmed, told this correspondent on Wednesday. He said almost all schools have intimated the directorate of the dates on which its teams may conduct the campaign. “By the end of April, students of all private schools of Islamabad will have been protected against the disease,” Dr. Saeed added. Asked why the schools had previously refused vaccination, Dr. Saeed said, firstly, a majority of the parents said they had already gotten their children vaccinated; and secondly, many students were having their examinations during the campaign period and did not want to be disturbed at that point in time. Talking to ‘The News,’ the headmistress of a private educational institution with several branches all over Pakistan, explained that the psyche of parents whose children are studying in government schools and even in private schools located in Rawalpindi is very different from that of parents whose children are studying in Islamabad.
“We have had a very positive response to the campaign in our branches in Rawalpindi, where all students have been vaccinated. However, in Islamabad, parents are generally reluctant because they prefer following the advice of their own family doctors,” the headmistress said. She also informed that overall, only 10 percent of the parents whose permission was sought, have allowed the school to get their children vaccinated during school hours; the remaining (90 percent) has informed the school that their children have already been vaccinated.
The school head further said that the management has no problem with the campaign. “However, where medicines and injections are involved, we cannot impose our will, and have to seek parents’ consent,” she said.
On March 17, the Punjab and district governments, in collaboration with the World Health Organisation and Unicef, launched an aggressive anti-measles campaign across the province, except Gujrat, where the activity had been piloted last year. The campaign lasted till April 3. However, the elite schools of Islamabad including Headstart, Beaconhouse, Roots, Pak Turk Nursery, Islamic Foundation, ISSC, Lahore Grammar School and many others did not allow the vaccination teams to conduct the campaign within their premises during the initial campaign period. Through subsequent follow-up with the school administrations, a majority of the schools has now consented.
Officials of the District Health Authority had complained of problems in achieving their target because the administrations of private schools, especially leading chain systems, had refused to get their students vaccinated against the disease.
According to the target set for the campaign, about 35 million children between nine months and under 13 years were to be administered anti-measles vaccine in the whole province. As many as 76,000 vaccine points were set up in the province and 12,000 teams were constituted for the purpose. Some 18,000 skilled and 40,000 non-skilled persons were also engaged in the campaign.
Global experience shows that routine immunization and supplemental measles immunization significantly reduces measles deaths. Since 1999, measles deaths have fallen by 60 percent globally.
An estimated 21,000 children are dying of measles every year in spite of the availability of a cheap vaccine. In other words, 58 children in Pakistan are dying of measles every two days. Measles mortality can be reduced to zero if all children aged 9 months to 13 years are vaccinated with a supplemental dose of measles vaccine to ensure full immunity.
