I'm really close to buying vB, but I have one last thing to check:
In IPB I could assign a user to "more than one group" so to speak via permission masks that can be applied on a per-user or per-group level.
Does vB have the ability to have one user in more than one group or one user with multiple permission masks?

Yes, you can assign members to as many groups as you can create.

In vBulletin, a user is a Primary member of 1 group, and can be a Secondary/Additional member of any number of groups. You can layer on permissions this way.
