Moving config.php requires hacking, and if you have PHP installed correctly it won't make a difference anyway...

1. Change passwords frequently
2. Never upload getadmin.php
3. Only have one admin
4. Secure FTP, Telnet, and FTP
5. Always keep up to date
6. Don't hack (arguable, but some hacks invariably have security holes)
7. Disable HTML in signatures, posts, and private messages
8. Disable dynamic-url-based img tags
