Another admin tryed to upload a smilie (failed upload) and then tried to use it, it seems. Deleted the entry and all is ok.
Also replace that line in user.php

The other problem is occuring because you have a smilie with no text in it. The text is the ':)' or ';)' bit. You should be able to sort this out through the control panel.
