Recently, as in the past couple of days, the website I run w/ another friend of mine, www.antsmarching.org/forum, has been sluggish most of the time. The CPU on the machine isnt pinged and it has plenty of RAM.

Thanks for getting back to me Eva. Just upgraded to the latest PHP and MySQL distribs. Heres the latest extended info as of right now. The site is currently grinding to a halt, and a meter on his server is telling me that the most its been dumping out is a little over 10k/s, so I'm beginning to think his DSL provider is short changing him.
He's running win2k advanced server, so im not sure how to check for the load figure.

could you post a more recent extended status output along with top cpu and memory stats usage/load on the server
also upgrade PHP 4.1.1 for issues fixes with Windows servers i believe
could also upgrade MySQL 3.23.47 while you're at it
