When would someone use conocerse mal instead of no conocerse bien?
You wouldn't.
They are interchangeable, such as:
Nosotoros nos conocemos mal = We know each other poorly.
Nosotros no nos conocemos bien = We don't know each other well.
Although meaning virtually the same thing, in general you use no conocerse bien because you rarely ever say "you know someone poorly or bad" you almost always say "i don't know someone well". So even though using mal with the expression is grammatically correct, you would sound better or appealing using no with bien. Sort of like how both "I am" and "I'm" mean the same thing but most people, when speaking, use "I'm".
