JROTC is the Junior Officer's Training Corps. It is a high school program that provides and introduction to the US Military. There is no obligation for it, but it will assist someone that chooses to join the military afterward. They do not try to convince you to join. In fact, I have seen them convince a lot of people not to join the military.
Military skills that JROTC teaches are marching, map reading, first aid, physical fitness, team-building and leadership. Other things that JROTC teaches are leadership, civics, US Government, and problem solving. It also emphasizes personal responsibility.
In my experience, JROTC was the most useful class I took in High School because of the other things it taught, especially problem solving and dispute settlement. It teaches you how to examine a real world problem, develop ways to fix it, and implement those things.

They do NOT learn about tactics or weapons use.
Junior Reserve Officer Training Corps. It means that you are going to learn the bare basics of the military before doing your chosen ROTC.
JROTC is for high school students. You will learn about the military in general-specifically the service that the detachment supports: AF, Navy, Army, USMC. They are run like military units, everyone will have a job, and cadet-rank. JROTC orgs get to do a lot of traveling: to actual military bases, volunteer work etc. Can be a lot of fun, depending on who's running it of course.
THERE IS NO COMMITMENT to enlist: in other words, taking JROTC doesn't obligate you in any way to join the military. If you are thinking about a military career, whether enlisting out of HS, or going to an Academy, ROTC etc, JROTC is VERY positive on an application package.
