i would say the butt or chest for chicks, close second would be the theigh and upper arm.
The pain feels like when you get your finger pricked to draw blood for about 5 minutes, and then it numbs up from the pressure. Its just an annoying hot scratching feel. Not really painful, not really feeling good, although when i got the one on my back Ive never slept so good, it was like a 3 hour back massage. Going over bones stings a little, other than that, no biggie.
Honestly, it's different for everyone. Some people say the neck is absolutely the WORST place... for others, it's the back, but it's generally accepted that any plump spot is easier than a "lean" area. I didn't think the pain was unbearable, but I have a good threshold for pain.

Since you're worried, you might consider asking your tattoo artist to demonstrate *without ink* on an area you're considering... that way you'll know what to expect. Just be super nice when asking, and if you have the work done, give him a really good tip ;-)

I can tell you the most painful was my tattoo of a rose on my anus. Ohhhhh that one hurt like hell.
I have three tattoos. Two are on my back and one is on the front side of my body. I have gone to the same tattoo artist for all three. He told me that it is different for each person. No matter what its gonna hurt a little, but it may hurt more on the front side of your body or the back side of your body.
The pain feels like someone dragging a hot razor blade slowly through your skin...that's on any solid line. If you're getting something shaded in instead of it all being solid, that really doesn't hurt too badly.
Everyone says it hurts less on any area that is less bony...i.e., your upper arm would hurt less than say, your ankle. They say it hurts because there is no barrier between the bone and the needle.
I have only one, it's on my back shoulder, like my shoulder blade...so that's how I described the pain to you, but I don't know about how much more it would hurt to get it on a bony area like your foot.
Tattoos freakin hurt. Anyone who tells you they don't are either lying or trying to look like a badass. You won't cry...but trust me, it is painful :)
