Okay i was thinking of wearing a black vest with a cute burgundy tank-top, black flats and black pants but I can't cause of the rules.
Rules:
no spaghetti straps
no mini skirts
no bare midriffs
What can I wear ?? Nothing from abercrombie, aeropostal, hollister, etc
I want to look cute for my crush, but not slutty!!

keep a burgundy top, but find one that comes a little above your elbows. Then wear the vest!

Maybe.... Wear a white T-shirt with some colorful thing on it, the black vest that you were talking about and black pants? If not... A cute dress? :P I don't know, just look through your closet and I'm sure you'll find something :D

ok this is just a suggestion..... i wore a red plaid vest and a plaid skirt it was actually really cute a schooly lol (i got the skirt from hottopic and plaid vest from wetseal i think)
nah, I don't like vests. I'd wear a sweater(the ones with out buttons) with a cami underneath. Then jeans,or some khaki shorts!
I KNOW you do not want jeans but how about buying some black skinny jeans, a shirt from wet seal that is white (of course with sleeves... recommend short), a black vest, and sliver flats. Maybe some black and red or black and pink earrings from claire's or icing.
if you know the color of the background try to pick a shirt that will match with that avoid grapic tees
usually school pics are from the waist up so shoes and pants won't show unless it's a full body pic
look as natural as possible makeup wise cause the lighting changes everything and keep your hair nice and simple or it will stand out if somethings sticking out but the black vest with a burgudy tee sounds better than the tube top. and just smile.
Thats like the same thing in my school kinda.... but they say you cant wear shorts unless their as long as your fingers when their at your thighs. but yeah thats retarted. but what are they going to do?? tell you to take your skirt off? and you could wear the tank top with like a sweatshirt over it.. thats what i did today.
