The arm would hurt the least but unless you're getting a big piece it wouldn't look right there...I would say maybe the ankle on the outside...or your lower back on either side (kinda where your liver/kidneys are)
your a female I assume, anywhere but the small of your back. every girl in america has a tattoo there and it is not as sexy as it used to be. depending on how big a tattoo, your lower stomach (right above the vagina a little to the left or the right) is always a good spot. it will stay hidden if you don't want anybody to see it or leg or ankle is always a good spot.

If you have long hair or wear something with a collar it covers it up, which is nice if you don't want your grandma to see it:) They say neck, wrist and tailbone hurt the worst but, my neck didn't hurt at all??? It all really depends on your pain tolerance. It is going to hurt no matter what you do, but I doesn't really hurt hurt it's like a stinging annoyance. in a dream for now...............i know a lot of people that got those ugly things and when they began to age so did the tattoos, they look horrible on any "body"........you've waited this long, why not wait another year......they are not COOL....

Stay away from bony areas like the sternum. The more fat you have in the area the less it should hurt. Also keep the amount of ink down, if you have something filled in, as opposed to a line drawing then you'll be in there a lot longer than you expect, even for something relatively small. You can fill it in later if you want, if you plan to do that then get something that will look good both ways. Also important to go to a reputable place, find someone with a good amount of tattos if you don't have anybody you trust, and ask them who they would trust, also ask them these questions.
Pick the spot on your body where the tattoo will look best. The pain is short lived, but the placement is forever, so picking a spot according to pain factor is not a good idea in my opinion.
I would suggest a small Tat on the buttocks as
1) If you regret it later it won't show and is easier to remove.
2) It's like getting shots and your used to them there.
and what ever you decide go to a reputable tattoo artist and follow the sanitation regimen proscribed for care after the tat.
