It is windows 98, the IBM logo comes up when I switch on and then it goes onto a page IBM BIOS Set up Utility and a list of items - config, date & time, password, restart and lots more. I can go onto them with the arrows but the mouse is not there so can't operate anything.
YOU CANNOT USE MOUSE IN BIOS SETUP. JUST EXIT OUT OF THERE AND CHECK YOU KEYBOARD MAYBE SOME BUTTON IS PRESSED THAT TAKES YOU TO SETUP. TRY CONNECTING ANOTHER KEYBOARD JUST TO MAKE SURE.

Try and start in safe mode
Shutdown and then when you switch back on - hold down the F8 key until it comes on.
If this works select start in safe mode and then do a system restore to an earlier date when your computer was working fine. Use the windows help and support if your not sure how to do this.

Its perfectly normal, as you have mentioned that is the bios menu, you cant use your mouse there, you can however use the keyboard and follow the on-screen instructions, there should be something there showing some keys and their corresponding functions, (like for example "Arrow Keys"/"Directional Keys" corresponds to "Item Selection", "Esc" corresponds to "Exit", and "F10" corresponds to "Save & Exit") as i have said these are only examples the keys and their functions depends on your bios.

Some software error, hardware is just fine, mostly anyway. Mouse cannot work before Windows or the OS fully loads, there was a short time long ago that one of the BIOS maker did enable mouse within their own desktop setup but I saw none of that again and for good reason.
You check the existence of hard drive within the BIOS setup; the circuit might be fried.
