The least painful place for me was my inner lip. Didn't hurt a bit.
Oh, and it also depends alot on the person. Lots of people say that getting a tattoo on the fatty parts of your body don't hurt as much, but my tattoo on my thigh KILLED. I could barely stand it, I thought it was gonna be all easy and less painful, but holy ow.
As I haven't got a tattoo on every inch of my skin, I couldn't possibly say!

now really..think less of the pain, and more about the placement that it will look good, you don't want a tattoo to look odd the rest of your life because you didn't want to experience the pain (which is the right of passage to getting a tattoo anyway)
