It's called vellum, and you can get it at craft or scrapbooking stores.
I would try Hobby Lobby or Michael's or any other craft store near you. check for sales there and in flyers. You can also look on-line, it's called vellum. You can also use a single sheet of tissue paper between the card for a touch of elegance.

I thought they had really reasonable prices, and they have card stock, beautiful metallic card stock and cards, plus matching envelopes!
I made my own invites using their metallic gate cards and matching envelopes. I printed the invite on the vellum, found pretty stationary that matched my theme to layer behind the vellum, cut them to size, punched holes at the top, and tied it together with sheer ribbon and added a charm. I also made my own response cards and used matching envelopes in a smaller size for them as well. I even made a belly band to go around the invites. They were beautiful and everyone thought I spent a fortune! It's called Velum. You can get it per sheet or in packs at Michael's Crafts for under $20 a package. I was thinking of doing over-laid invitations myself.

They have invite kits, but they also sell the blank card stock and envelops in many different sizes (standard A7 invite size, squares, envelopment/fold over style) in many different colours so you can just mix and match what you want and completely design your own. They also sell velum sheets in 100 packs at that website (but Michael's is less expensive for that because there is no shipping cost)
I ordered a couple of professional invitation catalogues and used the ideas I liked to create my own invitations in my colours and modified to suit our wedding better.
I got acetate at micheals, and I used that. I suggest you find note cards, that are either blank or decorated to match your theme, and go from there. I got some note cards, ribbon and acetate, and made my invitations. They are gorgeous.
