Well the best way to learn is either try it yourself ie trial and error how i learned. Or go to collage and do a course using some software called Dream Weaver. It is a great piece of software. Have a look at the Adobe website as this is who makes it.

You're ambitious I'll give you that.
For one person, who doesn't have much experience (I'm guessing here) of programming, this would be extremely difficult to do. But, if you really want to give it a go then teach yourself HTML and CSS first of all and do some simple static websites.

After that AJAX would also be useful and if you want to have a very graphically intensive game Flash is another useful skill.
Those skills will take you several years to learn though, I've taught myself most of them in about 5 years but I wouldn't attempt something like Runescape as I wouldn't know how to do the graphics that are involved.
What you could do is find a team of people through the net and see if you can work with them, if you have a good storyline or plot for such a game and take it from there.
