I just got my first tattoo two nights ago. I had my artist ink a 4"x2" dragonfly on my right shoulder. It's located mostly above the shoulder blad and right between the edge of my body and my spine. There were parts that were VERY painful but it was mostly tolerable. It's a very colourful tattoo so it took about 1 hour and half to finish. The entire process was very tolerable and I would get one done in the same area again if I had the chance. ^_^ I haven't experienced tattoos elsewhere but at least I can offer my opinion on the shoulder! If you would make a decision about getting a tattoo based on one spot being slightly less painful than another, you probably aren't ready to get a tattoo.
my upper arm was barely any pain except when it went around the sides.

The best places are where you have a lot of meat....the outer shoulder, outer forearm, thigh, or buttocks.
Any place on your body that you're really ticklish about are also going to be painful to get tattooed...like the back of the arm (triceps), neck, inside of thigh, bottom of feet, and anywhere bone is close to the skin...like ribs, spine, shoulder blades, ankles, hands, feet.
There you have it...now all you have to do is make up your mind.

Everywhere is painful.. I have them on both of my ankles and they didn't hurt that bad. Also, the upper arm is a good place.. basically where you have meat. If it touches around bones like parts of my ankle, it gets tender.

Out of chest, lip, wrist and hip, my least painful was my lip.
Its a tradeoff though because lip tattoos fade away really quickly.
