XBMC for Windows is officially only supported on Windows XP and Windows XP. Minimum requirement for XBMC though is OpenGL 1.4 support which I think is your problem as I doubt that you have graphic device drivers installed which support OpenGL 1.4 or better, do you? I've got it running fine on WHS (apart from Video Jitters).
I only use it on this PC as it happens to be close to my TV (otherwise I don't think I'd bother). The instant start and stop on XBMC is most likely your video drivers not being loaded as 2003 doesn't install them by default...
