I dunno, my package came with a proof book I get to keep as well as a photo book (not an photo album - printed on page - much nicer!!)... but my package was about 3000... but he has cheaper packages that allow you to keep the proofs.
Also, after a 2 year waiting period, he will also turn over all of the pictures he took over to me and give me the rights to reproduction. (will hand them over now, for a fee)

Even with my photographer's 995 package.. you get to keep your proof book. I think they have the down the side of the pics.. but at least you have them to look at.
You should have inquired about all of that before you signed the contract, but he's got you now.. because you DID sign it.
However, your pictures are very poor quality.. that alone may be a small claims court case.
The quote is an amount of money that expect to be paid for the job, a minimum per say. So if you go below the minimum, you don't get proofs, they just go in the trash, but they'll usually hold on to it for a bit in case you change your mind...but eventually, it's gone if you don't ask. Legally, the photographers own the rights to all the photos they take, even if the photos are of you. That's why you have to purchase the photos, and don't get to keep the proofs to make your own copies.
Photographers make their money from selling PHOTOS not the shoot. Just one of those things you get to pay for.

I think that was something you should have discussed before you signed the contract. Some photographers hold them for so many years or make you pay by proof. Ask him or her if you could just buy them. Be nice they have something you want! I know you may feel that it is yours but it is their product
Contrary to what you probably believe, you do not own those images-the photographer does. You only own those prints you purchase from him. It doesn't matter what he does with them, they aren't yours.
Because otherwise people would hire the photographer and then not buy photos and instead just take all the proofs.
If I don't order all the cake slices on the dessert tray at a fancy restaurant, and no one else does either, they will get thrown out. But that doesn't mean they should automatically give them all to me for free. Otherwise, who would pay money for it?
