i think what you are describing is a layered cut or an angled cut. it is a layered cut if it is shorter around the entire head. or if it is around the face, it is an angled cut to frame the face. they do this for many reasons, to make more volume, to lighten the weight of the hair a little, or just a more prettier, feathery cut. if you don't like it, you can grow the layers out but it will take some time depending how short the shortest layer is. when you go for a trim, make sure you tell them that you are growing all your layers out so they don't trim those also.
