If you're referring to the Judaic/Christian/Muslim God of Abraham and "Father" God of the Christian Trinity, this God is without gender, being incorporeal.
The correct pronoun for this god is "he" because In English, "he" doesn't indicate gender. With a specific cue elsewhere in the sentence, "he" can refer to the masculine case. eg: "That MAN had better be careful or HE will get hurt." In the absence of a gender-specific cue, "he" refers to someone of indeterminate gender. eg: A DRIVER should slow down if HE encounters an obstacle in the road.
Using "she" always imputes the female gender, which is incorrect and technically heretical when referring to this incorporeal and therefore genderless God.
Gendered gods may get the "she" pronoun, but the same rule of grammar applies. The common noun, "god" is also genderless, using the same rules as "he." "She" would necessarily be a "goddess." People taking offense, thinking this indicates a "lesser" being are simply ignorant of the language.
Actually, a god could be a he, a she, or an it (spirit or something we can't fully understand).
Because they want to call attention to the fact that God might not be a He. That's all. I doubt that the "God is a She" people think God is a She. If anything, they think of Him as an Us...made in His image, after all.

It's typically because God's son, Jesus, was a male. Also, God isn't ever referred to in the Bible as a female, and created Adam as a male, which was in the likeness of him, and therefore the closest resemblance... not that of a female. Also, God is sometimes portrayed as very violent, which is more masculine, and not typical female behavior (although he also is shown as very compassionate, men do this as well, even though it's thought of as more feminine).
The same reason other people insist on calling God a "he".
If God is all things, he/she/it isn't limited by gender. But no one wants to call their deity an "it".
Because to some, God really is a female.
