You bet it will help. The key is to be able to lift the saddle clear of the channell/wither. With the TL inserts it will give you that stability. The mattes shims will compress and leave you where you are today. Best yet; when you get your new saddle you can just ride the pad with the set of ultra inserts and it will not change the good fit. Yea, that saddle pad looks like it could help...though if you're getting new tack why don't you save up a little and get a custom saddle that does fit him perfectly? If you decide to wait and get a custom saddle I'd go with County.

You should minimally be able to fit two fingers in between the saddle and the withers and there should be clearance all the way along the spine. So what you need to do is get a measurement of his back shape and find a saddle that fits the conformation of the back, along with high wither clearance.
I would say NO. Think about it. If you had a pair of boots that were too big and you put on a pair of big thick socks, would your boots fit better and feel normal to your feet? NO. Same thing with ill fitting saddles. Those rubs can cause permanent damage to your horse and not just damaged hair follicles where the hair will lose its ability to produce pigment. There are a lot of nerves in the withers (and all down the spine) but in a TB, the withers are usually quite exaggerated and there is little soft tissue for protection. While some lift or wither pads can help level your saddle dependent upon the problem, there is not really a successful way to pad an ill fitting saddle. It's great you are gettting a new saddle for him. Just take care to protect him from injury until you get it.
I'd go with a pad that will give you the clearance over the withers that you've stated before. OR you can use your exsisting pad and a heavy saddle blanket under it.
yes it will help greatly. I prefer the Mattes brand one with the shims that are felt. They are more flexible. I absolutly love mine
