The majority of people who are poor are there for a reason no skills, substance abuse problems, mental illness the like. You can't just throw money at a problem. Maybe. That could apply to any charity. Not everyone is able to take time off work, travel to, say, Africa, identify those in need, and give them money directly, though. If you can, good for you. I wish I had the time, money, and health such travel requires.

In my personal opinion I think it would, since you'd be giving it to them directly and know that they have it, if you give it to the catholic church and you want them to give it to the poor for you then you don't know when exactly the poor will receive it or whether they even will receive it.
Personally I do both.
Everything I have is a gift from God and I freely choose to give back some of my time, talent, and treasure.
Some I give to the poor and some I give to the Church to help keep the lights on and the candles lit.
